Minority vs. Majority Government Minority vs. Majority Government Depending on who you are both a majority government and a minority government could either make or break the development of your country. A majority government is formed by one party who receives the majority vote over all other parties in the legislature. This government is able to pass legislation, make sure the House of Commons is able to function and can stay in power more easily then a minority government (Storm, 1999). Minority governments are single party that form a government without receiving the majority of seats in the legislature (Storm, 1999). A minority government has to make decisions with other parties and adjust policies to get enough votes from other parties to pass policies. They must constantly work to make sure the House of Commons is running smoothly to stay in power (Storm, 1999). Canadians struggle to decide which government is more productive and helpful to maintain the steadiness of our country. In Canada, we currently have a minority government which isnt working what we need is a strong majority government. On both sides of the political specturm they think its good to have minority governments, essentially because they cant get too much done (McKelvy, 2009). They believe that as long as we have a minority government we can do whatever we want and Canada will do just fine (McKelvy, 2009). This is a skeptical and pessimistic view of how the federal governments role is potrayed. The major weakness of minority a government is their tendency to last for only a short period. Governments are often unable to fully pursue their policies because other partys will collapse before they can negotiate anything.. The average duration of minority governments in Canada is approximately 18 months (Gray, 2008). Minority governments have to negotiate with other parties regularly to get policies passed and it is difficult to bring consistency to government policy because its hard to get everyone to agree on policies. The party in charge may have to compromise with one party on one issue and then compromis e with another party on a different issue (McKelvy, 2009). This can be a problem because government actions in one area can neglect government actions in another area. Inefficiency and the demand for negotiation can slow down the government immensely. Instead of being able to take swift action on demanding issues, governments are forced to engage in long and dull negotiation with other political parties (McKelvy, 2009). This can cause issues that require immediate action, such as policies and the budgets. Minority governments open the possibility for less responsibility (McKelvy, 2009). This is because the different parties are working together in making government policy. It can be difficult to locate blame when policy goes wrong, as the different parties may simply blame one another. Long term success requires long term ideas and this is something, especially Harpers minority government, cannot achieve because a minority government only lasts for a short period of time, so no decisions can be made (Collage, 2008). A minority government of Liberal, NDP or Conservatives is not acceptable. With a majority government they will be able to pass legislation with no problems and there will be more government intervention (Collage, 2008). The Prime Minister and the Cabinet have a lot of control over the government plans and policies. They can put forth whatever policy they like, and then they can ensure that those policies are supported in the House of Commons and then they can be passed into law (Collage, 2008). A majority government could formulate a plan that would be able to take action and a minority government would end up debating all day about how effective such actions might be instead of taking action. Canadians need a strong majority government ensure us of a Parliament that will work when its needed. Prime Minister Stephen Harper is our current prime minister and wants a majority government the next time the Canadians go to the polls for a federal election (Gray, 2008). Most Canadians are unsatisfied with Harper as their minority government and believe he would do poorly running under a majority government (Gray, 2008). Under a minority government Harper has been unable to do certain things that a majority government would be able to do and others would say he is just unfit to govern. The current minority government has caused the Parliament to become increasingly dysfunctional. Harper is governing like he has the majority and is trying to bully the opposition which is hurting the economic crisis we are in (Millard, 2009). Harper wanted to score political points by trying to eliminate public financing of political parties. That caused the opposition leaders to consider attempting to replace the government by forming a coalition. Harper could have cut public financing by more tha n half from 1.95 per vote to 0.95 per vote (Millard, 2009). This would have been the sensible thing to do in the current economic environment. A minority government wont work if all of the parties dont work together. Harper made a mistake by appointing people to the senate when he said he wouldnt. Harper promised to reform the senate and promised not to appoint any unelected Senators (Hogan, 2010). He acted hypocritically in appointing senators he said in the past he would not. He broke a promise he made and all the prime ministers promised they would not appoint any senators either. This shows that Harper is unable to keep a promise which means he could break any of his other ones. Its harder running under a minority government because not only does Harper have to keep promises to the country, but he also has to keep promise to his opposing parties. Harper also refused to bail out failed industries after he gave more than 3 billion to rescue the auto sector (Ross, 2008). Harper said he would offer similar aid to the struggling mining and forestry industries in Januarys next month budget (Ross, 2010). There was no mention of support for resource industries in Harpers recent Throne Speech or in i ts fiscal update last month. This provoked so much criticism that it led to the creation of the opposition collation and almost cost Harper its minority government. Canada is sinking under Harpers debt even though has stated that he would not engage in deficit financing nor take on new debt (Valpy, 2009). According to Harper pump priming is a solution to the weakness in our economy (Valpy, 2009). Harper said he is going to spend tens of billion of dollars to try and pump money into the economy and Canada will have to endure large deficits along the way. In the 2008 election Harpers conservative government was already spending its way deeper into debt. A massive amount of 89.5 billion dollars was produced of financial requirement deficit (Valpy, 2009). By 2009 the federal government had already racked up 79.5 billion in new debt financing (Valpy, 2009). A deficit of $33.7 billion for the 2010 fiscal year and $29.8 billion the following year is predicted (Valpy, 2009). Looking at the Conservatives report and observing their forecasts of budget deficits, it seems like these numbers could turn out to be bigger. Harper was predicting small surpluses for years coming and then predicted enormous ones. That leads me to believe these deficits could turn out to be much larger that we think. If the economy worsens beyond what is expected, this could end up being true. Canadians are fed up with the repeated minority governments that keep occurring in the House of Commons. According to a poll conducted by Harris Decimal, 64 percent of Canadians want a majority government and 36 percent want a minority government (Howard, 2009). Even the people believe that their country is better off with a majority government then a minority government. It doesnt look like Canada will be getting a majority government anytime soon due to the Bloc Quebecois party. Gilles Duceppe argued that a Conservative majority would be bad for Quebec and only his party can stop that from happening (Howard, 2009). The Bloc Quebecois party wants to stop a majority government from occurring by getting everyone in Quebec to vote for there party which will not allow Canada to be under a majority government. Harper said ââ¬Å"if the Conservatives dont succeed in getting a majority he predicted the Liberals will govern in a coalition with the NDP and Bloc Quebecoisâ⬠(Howard, 200 9). ââ¬Å"If they get together and force us to the polls, we have to teach them a lesson and get back there with a majority, and make sure their little coalition never happens, Harper said. (Howard, 2009) The Liberals claim that this shows that Harper doesnt want to work with the other parties in Parliament (Howard, 2009). I see a coalition government of the NDP and Bloc as a desperate grab for power; I think its also a reflection of the genuine frustration with the current hopelessness of our government. The Liberal party have said they want to make sure that the Conservative party is not in power anymore (Howard, 2009). This shows that a majority government will never work; we need one person governing our country. We will never have a minority government if ever party is not working together because the population will disperse themselves to one party and no party will ever get the majority votes. Instead of continuing with the governments approach to Senate reform, we should try to create a body of government that can really watch the House of Commons and monitor what is happening. We could do this by using a system of proportional representation to elect members and to create a Senate that has equality and an effective body that would provide a number of benefits (Kline, 2009). First, it would allow a different diversity of parties to be able to represent themselves in Parliament (Kline, 2009). Votes that are wasted on small parties like the Greens or Bloc Quebecois could give their support to majority governments in the House of Commons and also giving small parties a voice in the Senate. Second, it would allow the Prime Minister and the Cabinet to run the country as a dictatorship if they were given the majority in the House of Commons (Kline, 2009). This would mean a less interfering government because it would make it harder for the Parliament to pass legislation on imm ediate impulse and it would allow Canadians to have a greater say in the future of their country. Furthermore, what our country needs is a majority government. Minority governments get nowhere because the opposition parties and the prime minister are always bullying each other. As I have stated in my essay Stephan Harper has caused a lot of problems because he is ruling as a majority government even though he is running under a minority government. Canadian majorities are clearly more productive legislatively than minorities. According to the history of past government the rate that bills were passed in a majority government were 20 per cent higher than in minority governments (Gray, 2009). Majority status appears to have a significant effect on both productivity and success. Canadians are growing tired of minority governments, so why is it that we keep voting for different political parties where we are unable to obtain a majority government? References Gray, John. Gender Differences and the Brain Brandon Moore LTCY 199 November 21, 2013 As we all know the brain is one of the most amazing mysteries in the world; there is a lot to be discovered. This topic hits home for me because most of my life I have always wanted to know how is the brain any different between men and women. From the very beginning of life boys and girls are already different. The common topic of discussion is which genderââ¬â¢s brain matures faster. People often hear that girls mature much faster than boys. In fact this is not true; the genders donââ¬â¢t really play a part in the maturation process, because it is all about what you are exposed to in life. Although research has shown girls to have way more verbal skills through the preschool stages, but it then declines drastically around age seven . Girls have also been proven to do better than boys in reading and writing all the way through high school. Most of these studies were done in co-ed schools. Studies have shown that single gender schools are more helpful for both genders. The statistics were basically the same from these types of schools. I do think your brain matures faster based of the things you are exposed to. When these say research was done globally, the statistics varied, some siding with girls and some in favor with boys. So this proves, that there is a real gender difference, but there is not a proven gender maturation rate in the brain. Self-esteem is another big gender difference. It ties in with topics like emotions, coping, depression, and behavior. All through adolescence boys have been shown to have a greater self-esteem than girls. It is planning everything from Raw materials to manufacturing to retailers until it reached to the customer (end user). A coffee supply chain is the most complex and unique supply chain and distribution channel with the number of daily deliveries.(figure 4,5). The coffee beans come from Africa, South America and South East of Asia. The most common countries are Brazil, Ethiopia and Ecuador. They are shipped to the storage sites by oceans or air. After that it is moved by trucks to the roasting centres. It has 6 roasting centres with an effective centralized system. The green coffee beans (raw material) are manufactured at many stages: 1- Harvest : First, picking the beans cherries manually in the small farms or mechanically in large ones. The manually pics only the damaged or ripped ones, but in the mechanically it picks the whole crop (figure). Cropping happening once or twice a year. After that it moved to the procedures or processors ââ¬â the most important step in supply chain ââ¬â pulping the coffee beans out of their cherries by using special separation machines. Beans are proceeds in two ways dry method or wet method. Each one has its steps. * First, the steps of dry method: 1- Sort the cherries which were harvested. In order to separate the damaged and unripe or overripe from the good ones. 2- Wash (clean) the dirt out of the coffee cherries by washing machines. 3- Dry them by spreading the cherries under the sun. 4- Peeling and hulling to remove the upper layer (skin) and the pulp. 5-à Storing them to roaster or export (inventory). * Second, the steps of the wet method: 1- Sort and clean at the same time by putting them in machined filled with water, the floated cherries means that they are damaged, and the sinking one are good. 2- Removing the pulp mechanically. 3- Removing the last layer by Milling. 4-washing them again to remove any sticky thing came out from pulping. 5- Drying them mechanically or under the sun. 6- Storing them to roast or export. 2- Export and import: Government in some countries is making the export of the coffee beans, while others the private buyers are the one who is making the export. At the import, countries do the test for the coffee beans by tasting and inspecting, and then store them in the warehouses until making a shipment to the roasters. 3- Production ( roasters) : It means turning the green beans to the final product of beans we are using to make coffee. It includes sorting, roasting, cooling and packaging. First, removing the cracked beans then roast them under a high degree between (350 ââ¬â 550) for a specific time depends on the required specifications. Cooling is the next procedure by using a cooling system. Finally packaging the coffee beans, there is different typed of it depend on the Starbucks managers choice like (aluminium, paper, etc.). All Roaster centre make certain that all the beans are going through all the process in the right and responsive way. 4- Distribution: The roaster products are distributed to the retailers through wholesalers. Coffee retailers have an expected continuous product supply. Starbucks use many distribution designs which mean there are multiple distribution channels for them. It sells their products direct retail system, it also provide their products in shopping centres and supermarkets to sell them. Also direct system uses a direct mail selling. When selling to the grocery store, it uses the single selling system. 5- Retailers: Starbucks coffee is served directly to the customer with the added value in coffee stores and retail shops. They need to find a location store to allocate the demand, supply and minimum transportation cost. 6- Transportation: It must confirm the need of the customers, from the time and the quality of the service. Shipments must be delivered upon agreement (on date). Having a program specialized in transportations is good to satisfy customers and gives high level of benefits and advantages. In transportation shipment (ocean, air) and rucks or vehicles are used to move the product from one place to another. There are some factors that may affect the transportation operation: 1- The cost of Fixed operating such as any related cost with airports or terminals whether the vehicles were working or not. 2- Trio cost ââ¬â uploading and unloading. 3- Overhead cost ââ¬â planning cost of the transportation. * Inventory: Inventory must kept in between any process as a raw material, work in progress products and finished goods, in order to satisfy demands of the customers. Starbucks is using for inventory the P-system and EOQ system. It helps to decrease the losses and wastes. It uses a computer programs to track its inventory. The shipping and ordering system in Starbucks is done by two ways, first with the EOQ, it has two days lead time. The other one is by using the P-system and it is done every week with three days lead time. * supply chain goal: The basic goal of the Starbucks supply chain is to insure and provide the availability of coffee at every branch with a reasonable and affordableà price. * Strategies to develop the supply chain: 1- Cooperative farmerââ¬â¢s development. It control and organize the independent farmers and make a collective union called C.A.F.A (coffee and farmers equity. It provides a guideline to support the farmers and lift the equal long term relationships. 2- Increase production and open new markets for special kinds of coffee like espresso. The price of green coffee beans is depending on many factors, such as, weather, economic situation in the production countries. The demand of the coffee depends on customer choice, country region, health level and risks. They felt that most merchants were chasing a lost cause, or just looking to use up the nations coffers and come back with nothing. The kings traditionally only undertook ventures that would bring them riches for sure. There was nothing sure about the trips that explorers wanted to take to Asia and other regions. There was a very, very good chance that they would fail, and royal rulers had more important and closer to home issues to spend their money on. So they did not support imperialism until they all began to see the riches that could come there way. Till then it was the private individuals that kick started imperialism. This attitude of the royals would have severely dented the European ambitions to become an imperial power. Luckily for them, ambitious merchants and other individuals all pooled their money together and sent these explorers on expeditions. They paid the expenses, and did not ask for any guarantees about returns as they knew only too well the risk they were taking. Going on an expedition was not an easy task, as the trip would probably take around nine months, with six months being spent on sea. This would require supplies, money, and a large crew (and wages for them). Also, the ships themselves would have to be built, which would require further funds. These funds could also be lost completely, as most ships that went on voyages did not come back. For example, Vasco da Gama took six ships on one of his voyages, and only came back with one. This was the risk that was being taken by merchants, because there was the very real possibility that none of the ships would survive the journey to and back, and they would only incur heavy losses. However, the reason for the continued private investment was the fact that once they did succeed, the profits were enormous. The silks or spices that were brought from Asia, sold for massive amounts in Europe, making the merchants risks well worth it. They would fill their pockets a lot more than they would before, and would realize that their investment had been very wise indeed. Initiative played a very important role in imperialism as well, because it was impossible to do something without the ideas or the eagerness to expand. The money might always be there, but money can be spent in a plethora of different ways. The ideas and the desire to expand, and the initiative to see the opportunities for profit must be there to start of their imperialism. The Europeans had something that maybe other civilizations in the past simply didnt. They had the desire and the inspiration to see that imperialism was an excellent idea, and the massive amounts of profits and land and glory that it would bring them. Private investment is what got the French such as John Cabot towards North America, and the eventual French colony of Quebec. They had no support from their rulers. The same occurred in India, where the French did compete with the British and the Dutch for supremacy. Of course they did lose out, because of no support from the government, but private efforts got them there, and helped them maintain the colony of Pondicherry for a long time. In a sense, the Europeans would never have succeeded in their imperialistic ways if it had not been for private investors. Of course, it was royal backing that got the Portuguese, English, and Spanish the colonies around the world and helped them maintain them. However, it was individuals that started it all of. Had the private investors not taken the risk, then the later colonizations would never have happened, because Europeans would never have sailed to such regions. We can all thank the monarchs for their help in later European imperialism, yet the foundations were all due to private individuals taking a gamble, and hoping it would pay of. And boy did it pay of!
